For years, a splash pad in Spencer has been a community dream—and now we’re closer than ever. The City of Spencer has already pledged funding, and the project is in its final planning stages. Now, we need your help to reach our $500,000 goal and make the Spencer Splash Pad a reality!
Splash pads bring tremendous benefits to their communities. They encourage healthy, active play for all ages and abilities in a safe environment, foster social connections for families and visitors, and enhance community well-being.
The Spencer Splash Pad will be located at the Riverview Complex, next to the Spencer Aquatic Center. It will feature an 1,800 square foot kids’ zone with exciting, interactive water features and a separate 1,000 square foot toddler area designed for children ages 2–5, along with shaded family seating for relaxation and connection. Construction is anticipated to begin in 2026 with completion in 2027.

Will the Splash Pad be handicap accessible?
Yes! The Splash Pad will have zero-entry access, making it easy for everyone to enjoy. There are no deep-water areas, and all spray features are designed for easy use by people of all abilities.
What ages can use the Splash Pad?
Children of all ages are welcome to enjoy the Splash Pad.
Why not just use the Spencer Aquatic Center?
Splash pads offer a longer season and longer hours than aquatic centers and give families another fun, free option. Many visitors will likely use both the Splash Pad and the Aquatic Center.
Why build the Splash Pad next to the Spencer Aquatic Center?
Locating the Splash Pad in the Riverview Park Complex allows visitors to enjoy nearby amenities such as the city trail system, tennis courts, disc golf, green space, and the Aquatic Center. Guests will also have access to the large parking lot and Aquatic Center restrooms.
What are the community benefits of a Splash Pad?
Splash pads bring families and friends together for outdoor play, encouraging physical, social, and creative development for children of all ages and abilities. They also attract visitors from outside the community, boosting local businesses and tourism.
Construction and Opening
When will construction begin?
If fundraising goals are met, construction is scheduled to begin in the Spring of 2026.
When will the Splash Pad open?
The goal is to open the Splash Pad in 2027.
Cost and Funding
Will my taxes increase?
No. The City of Spencer has already set aside funds for the majority of the project using money from the hotel/motel reserve tax. The remaining costs will be covered through community fundraising efforts. Because the city has allocated these funds in advance, no tax increase is needed to build the Splash Pad.
How much will it cost to run the Splash Pad each year?
Operating costs are estimated at $35,000–$40,000 annually. The design includes features such as an activation button that turns the Splash Pad on only when in use to conserve water and reduce costs. Overall, splash pads cost less to operate and maintain than traditional pools.
Is there an admission fee?
No. The Splash Pad will be free for everyone to enjoy.

Amenities and Features
Are restrooms or changing areas available?
Yes, visitors will have access to restrooms at the Aquatic Center.
Will there be shade or seating for parents?
Yes. A shaded shelter and seating areas will be available so parents can relax while watching their children play.
Is there parking nearby?
Yes. A large parking lot is located next to the Splash Pad and Aquatic Center.
Is the water treated and safe?
Yes. The water will meet all safety and health standards for public splash pads.
Usage and Rules
What will the Splash Pad hours be?
The Splash Pad will be open daily during regular park hours.
What should kids wear at the Splash Pad?
We recommend swimwear and water shoes for safety and comfort, but regular play clothes are fine too.
Can food and drinks be brought into the Splash Pad area?
Small snacks and drinks are allowed, but please use the provided trash and recycling bins to keep the area clean.
Are pets allowed?
Pets are not permitted in the splash pad area for safety and health reasons. Service animals are welcome.
Can I host an event or party at the Splash Pad?
Yes! The Splash Pad will be a great place for parties and events. However, the Splash Pad itself is a public space and cannot be reserved for private use. A shaded shelter will be available on a first-come, first-served basis, along with other activities throughout the Riverview Park Complex.
What if the weather is bad?
The Splash Pad will close during thunderstorms, lightning, or other severe weather for safety reasons.
