Lakes Area Law Enforcment Testing Coop

Lakes Area Law Enforcement Testing Coop is establishing eligibility list for current and future law enforcement openings in the beautiful Iowa Great Lakes Area.  Coop consists of Armstrong-Ringsted, Arnolds Park, Emmetsburg, Estherville, Lake Park, Milford, Okoboji, Spencer, Spirit Lake Police Departments and Clay and Dickinson County Sheriff’s Offices.  At time of application, candidates must meet State Requirements for Law Enforcement Employment.  Applicants currently ILEA certified and employed by a Law Enforcement Agency are allowed lateral transfer.  Applicants without certification are required to pass P.O.S.T. and physical agility exams.  Successful applicants are eligible for employment by all agencies.  For details, application contact…  Read more

Sidewalk Grant Program

In 2012 the Spencer City Council made it a goal to make Spencer a more walkable community. A sidewalk grant program was developed and put in place in January of 2013. The program attracted over 190 applicants for sidewalk replacement or installation of new sidewalk throughout the community.

For those residents needing sidewalk repairs or new sidewalk, a Spencer Sidewalk Grant is available again this season. This grant pays for the calculated amount of concrete required to replace or install a public sidewalk adjacent to their property.

Government Information

Spencer City Hall is located at 418 2nd Avenue West and is the central administrative office of the City of Spencer.

The Offices located at City Hall include: Office of the Mayor, Office of the City Manager, City Clerk's Office, Public Works Department and Planning Department. The Spencer Council Chambers are located at the North end of the building with a separate entrance at 420 2nd Avenue West. At the north end of City Hall are the office of the Chamber of Commerce and Spencer Main Street Company. The entrance to these offices is located at 122 West 5th Street.

There are a variety of public services available at City Hall:

  • City records: Council minutes, resolutions and ordinances
  • City cemetery services: Riverside and North Lawn cemeteries
  • City payroll, personnel and bookkeeping
  • Garbage and solid waste services
  • Street and sewer maintenance
  • Various permits and licenses: Building, sign, fence, sidewalk, electrical, plumbing, excavation, Spencer beer and liquor licenses

City Hall is also the central office for the following Boards and Commissions:

  • Planning and Zoning Commission
  • Zoning Board of Adjustment
  • Airport Board of Trustees
  • Americans with Disabilities Council
  • Civil Service Commission
  • Collective Rate Review
  • Spencer Golf Course Board
